Improving Impact Assessments

The cynic’s caricature of impact assessments is that they are post hoc rationalisations of policy decisions that have already been made. But where they are used effectively, they can help to inform and shape policy, and to support effective scrutiny of the decisions made in that process.

We were asked by the First Minister to review existing impact assessment processes in the Welsh Government, and make recommendations about how these might be improved.
