How to encourage driver adherence to 20mph consistent with road safety

Welsh Government believes that 20 mph should be the default speed limit for all residential areas in Wales. Higher speed limits will only be allowed by exception. This is a highly novel and innovative policy approach. The effectiveness of this measure would depend on drivers complying with the reduced speed limits. Speeding is a complex phenomenon shaped by numerous psychological, social, and environmental factors. WCPP has been asked to explore the evidence base underpinning different behavioural approaches to promoting driver compliance.

As outputs, we envisage the following:

  • A rapid evidence review that explores the relative effectiveness of different behaviour approaches in securing driver compliance with 20mph speed limits
  • An expert roundtable to test the emerging findings and to deepen insights in particular areas.
