Welsh Government believes that 20 mph should be the default speed limit for all residential areas in Wales. Higher speed limits will only be allowed by exception. This is a highly novel and innovative policy approach. The effectiveness of this measure would depend on drivers complying with the reduced speed limits. Speeding is a complex phenomenon shaped by numerous psychological, social, and environmental factors. WCPP has been asked to explore the evidence base underpinning different behavioural approaches to promoting driver compliance.
